Published by Groupe SCET (a subsidiary of Caisse des Dépôts), this white paper explores the dissociation of land and buildings as a strategic lever in the face of the scarcity of economic land and the pressure of ZAN objectives. By separating the ownership of the land (which remains public) from that of the buildings (via long-term leases such as construction leases), this model enables local authorities to control prices, steer economic locations and capture land value over the long term. In a context where 93% of business parks will be saturated by 2030, unbundling appears to be a concrete response to preserving attractiveness, securing economic urban planning and moving away from a logic of land transfer towards a sustainable patrimonial model.
