SUMMARY
This barometer analyzes companies' needs and intentions in terms of location, as well as the expectations and priorities expressed by local authorities in terms of attractiveness. It is based on 8,000 telephone interviews with French and international business leaders, as well as a survey of 174 local authorities and players.
The Barometer highlights a decline in projects between 2023 and 2024 (-5%), particularly in industry (-17%), and a sharp contraction in foreign direct investment projects (-36%), given the global geopolitical uncertainty. Despite this difficult context, a majority of local players remain optimistic about their region's development. The document proposes four levers to reverse this downward trend: proactive attractiveness policies, decarbonization and resource saving, long-term regional development planning, and short-, medium- and long-term land and real estate solutions.
