SUMMARY
The Observatoire des Politiques Culturelles (OPC) is a national organization dedicated to cultural policies. It conducts surveys, publishes analyses, provides training in cultural professions, organizes public meetings and leads territorial cooperation initiatives.
This annual barometer is a tool for measuring territorial public action in the field of culture , and is intended to fuel debate on budgetary and political trends for the current year. OPC coordinates this survey, with the support of DEPS-Ministry of Culture.
How do local authorities and inter-municipalities see their cultural spending evolving in 2023, in a constrained budgetary context where room for maneuver may be weakened (inflation, energy costs, impact of the revaluation of the index point for civil servants, etc.)? What are their priorities?
How do they make cultural policy choices? How do they integrate the effects of the energy, political and economic situation?
