The growing need for French reindustrialization will not be achieved without its territories. In fact, public policies are becoming more territorial, such as the national plan « 10 000 accompagnements des PME vers l’Industrie du Futur » and its deployment in Region Sud with PSI 4.0/Carbone scheme to encourage the digitalization of small regional industries. This strategy of endogenous reindustrialization, by the territories and Industry 4.0, which should stimulate industrial productivity and competitiveness, is therefore based on the Ressources Based View Theory, especially the capability of the actors to cooperate within the regional project, to formalize a common vision, a shared challenge. This document aims to reveal the effects of governance with several stakeholders for the regional reindustrialization, with the example of PSI 4.0/Carbone and its impacts on the territorial anchoring of industries and thus on the sustainable attractiveness of Region Sud. Does it consolidate the territorial anchoring of the industries it supports and, by extension, contribute to the region's sustainable attractiveness ? How does PSI 4.0/Carbone's multi-stakeholders governance act on these different vectors of reindustrialization ?
