The crisis of representative democracy, marked by citizen disaffection and a loss of institutional legitimacy, highlights the necessity of involving more citizens in the decision-making process. This thesis humbly outlines the impacts of a consultative approach to citizen participation, using the case of the Conseil de Développement de la Métropole Aix-Marseille-Provence (CoDev AMP) as an example.

Thus, the first part reviews the different forms of participation, their positive effects on social transformation and empowerment, as well as the risks associated with their institutionalization, aiming to provide a state-of-the-art overview of the subject. The second part is dedicated to the implementation of a research methodology concerning the study of the CoDev AMP. The results highlight both the direct and indirect positive impacts, as well as the "blocking" impacts encountered in the context of a consultative approach. Finally, recommendations are made to improve the consultative process and enhance the visibility of the CoDev AMP, both internally and externally.
