ARTICLE | Co-constructing local public services: a strategic approach to involving external stakeholders. The case of social needs analysis in local social action centers

SUMMARY

This article aims at understanding how territorial managers view the process of local public services’ cocreation. We retain from the literature a cocreation model resulting from the analysis of private and public action at the national level. Strategic management and value co-creation refer to the characteristics of co-construction, managerial / social innovation and empowerment are opportunities. The model is confronted with the field through an analysis of interviews and observations in the social action sector at the local level. The results confirm the dimensions and variables from the literature and complete them by proposing a new dimension, i.e. the determinants of cocreation. Finally, three contributions for territorial managers emerge : conflict management inherent to collective action, the influence of context and interactions as a lever for development, and cocreation to improve the public action legitimacy.
