SUMMARY

This Terra Nova report proposes a major paradigm shift by rehabilitating peri-urban areas, home to around a third of the French population, as the key strategic lever for ecological and social transitions. Terra Nova is an independent progressive think tank whose mission is to produce and disseminate innovative political solutions in France and Europe.

These areas are no longer seen as default or degraded zones, but as attractive "urban countryside" responding to deep-seated residential aspirations: the need for space, proximity to nature and controlled sociability. These interface territories hold an exceptional stock ofmutable spaces (soft densification of the "Bimby" type, multimodal mobility, agri-urban projects) capable of reconciling quality of life with the imperatives of land sobriety. By inviting us to go beyond the binary urban/rural divide, this study encourages decision-makers to activate inter-territorial cooperation to enhance the unique hybridity of these territories, now at the heart of our regions' attractiveness and resilience.
