AI is a cross-cutting technology with major implications for human rights, social justice and economic equity. Yet, despite the rapid adoption of AI, few countries have robust mechanisms to frame its use in an ethical and responsible manner.
The "Global Index on Responsible AI" (GIRAI) was created to provide a global benchmark on the responsible use of artificial intelligence (AI) and to assess countries' performance in AI governance. It provides a framework for comparing policies and practices on an international scale. This first edition of the GIRAI assesses countries' commitment to responsible AI along three dimensions: human rights and AI, responsible AI governance, and responsible AI capabilities. The report covers 138 countries and identifies major disparities in the adoption of ethical AI practices. AI governance remains mainly an abstract idea, with only 39% of countries having national strategies in place. The Netherlands and Germany are the most exemplary countries in terms of responsible AI.
