SUMMARY

The Printemps de la ruralité consultation was launched in January 2024 by the French Ministry of Culture, with the main objectives of identifying the expectations of residents and cultural players, as well as the obstacles and levers for cultural provision in rural areas.

It took place via a digital platform open to all (residents, associations, elected representatives and cultural players), supplemented by workshops and local meetings.

Some 21,867 contributions were received online, providing a rich and diverse panorama of the needs and priorities of rural areas.


I- Main findings of the consultation process

1/ The challenges of access to artistic and cultural offerings :
- Knowledge of existing offer
- Proximity to cultural venues
-Attractiveness of the offer

2/ The richness and dynamism of local culture
- Culture, a central issue in rural areas
- Building on the richness of people, culture and heritage in rural areas to boost cultural offerings and practices
- A desire for more culture!

3/ Mobility of works, artists and audiences in rural areas
- Mobility, a key issue
- The need to improve audience mobility
- The desire to increase the mobility of works of art in all their forms, as well as shows and artists.

II- Results of the survey on cultural offerings in rural areas

The qualitative findings of the consultation are reinforced by the CSA Researchsurvey commissioned by the French Ministry of Culture, whose main quantitative results show :

- 67% of rural residents attach importance to the presence of cultural activities in their commune;
- Less than one in two rural residents (46%) enjoy an itinerant cultural offering.
- Cultural activities to be developed as a priority:
- Concerts (44%)
- Festivals, carnivals, parades (33%)
- Film screenings / festivals (28%)

A plan for culture and rurality was presented on July 11, 2024, comprising 23 measures around 4 axes (enhance, support, circulate, accompany).
