SUMMARY

In order to understand, anticipate and strengthen resilience to flooding, IGN has produced an Atlas to help map the primary risk facing territories. Organized into four sections (Risk, Regional Planning, Crisis, Cooperation) and illustrated with examples, the Atlas offers tools and guidelines for developing a culture of risk, proposing nature-based solutions, supporting populations and adapting infrastructures, and encouraging public-private cooperation to cope with climatic hazards.

France's number one natural hazard in terms of the extent of damage caused and the number of communities affected, flooding is becoming more intense and more frequent. Maps and data are strategic allies in understanding and preparing for these phenomena, which are exacerbated by climate change. The 2025 edition of the Atlas published by IGN illustrates the importance of detailed knowledge at all levels, whether for locating and circumscribing hazards, for continually reinforcing the reliability of warning systems, or for modeling risk and building the most realistic scenarios in the perspective of a France at +4 degrees by the end of the century.
