SUMMARY
Territorial resilience is a dynamic, collective process that aims both to anticipate and avoid risks, and to absorb shocks, bounce back and adapt to new conditions. So, when we talk about territorial resilience, we need to consider the territory in a systemic way , and encourage the adaptability of this system to the various crises that impact it. The aim is to achieve a dynamic balance that ensures the well-being and security of its population, despite the shocks to which it may be subjected.
This systemic approach raises several organizational and governance challenges: decompartmentalization of services, inclusion of all stakeholders and inter-territorial cooperation.
