Zero Vacant Housing" experiment in Normandy: a strong commitment to rehabilitating housing stock

Faced with the challenges of reducing land consumption and revitalizing town centers, the Normandy Region and the French State are launching an ambitious experiment to mobilize vacant housing.

With nearly 150,000 homes expected to be unoccupied by 2020, this initiative aims to offer concrete solutions to the areas concerned. Deployed in eight inter-communal areas, it is based on a set of tools designed to help bring vacant housing back onto the market.

Enhanced support for local authorities

The program offers several levers for action:
Recruitment of project managers, responsible for supporting local authorities in their initiatives.
Mobilization of experts, notably from Cerema and legal experts, to deal with the most complex situations
✅ Financial support for renovation work, to facilitate the reintegration of housing into the real estate market.

In 2024, almost 150 million euros were allocated to housing renovation in Normandy. In 2025, funding will be stepped up to amplify results and accelerate the transition to a more dynamic and sustainable housing stock.

Concerted action for a lasting impact

The "Zero Vacant Housing" experiment is part of a wider drive to improve housing and combat residential vacancy. Thanks to these joint efforts, Normandy is equipping itself with concrete tools to meet the challenges of housing and territorial development.
