SUMMARY
The Observatory, which brings together regional urban planning agencies, the SGAR, and the PACA Region, aims to monitor and analyze territorial dynamics. The goal is to provide urban planning stakeholderswith detailed, objective knowledge of the 142 urban centers in the Provence-Alpes-Côte d’Azur region. This report addresses a question rarely asked at the regional level: what is becoming of PACA’s city centers, amid the concentration of urban functions, social fragility, economic restructuring, tourism pressure, and environmental challenges?
It paints a picture that is both rich and full of contrasts: city centers that undeniably remain the region’s functional engines (concentrations of jobs, shops, services, and amenities) but that face cumulative vulnerabilities (population decline, residential and commercial vacancies, a decline in healthcare services, a lack of green spaces in the city, and tensions surrounding heritage preservation and tourism).
