SUMMARY
Revitalizing town centers is a growing concern for elected representatives, local authorities, retailers, chambers of commerce and residents alike. Certaintactical urban planning strategies(placemaking, popup stores), which are inexpensive and relatively quick to implement, can yield good results, such as the St'art Up 317program run by the Indianapolis Chamber of Commerce and Industry in partnership with local stakeholders.
