Decentralized cooperation and attractiveness are two public policies dedicated to local development. The former is based on solidarity and responses to building a better world, while the latter is more concerned with competition and the search for visibility on the world map. These two policies are complementary. From this starting point, the aim of this work is to understand the extent to which the international action of local authorities is changing. The idea is to observe the two policies and identify the levers and methods for better integrating them to combine solidarity and competitiveness.
