SUMMARY
Developed by the Réseau des Grands Sites de France with the support of the French Ministry of the Environment and ADEME, this guide aims to reconcile the protection of heritage landscapes with the deployment of the energy transition. It is based on a national experiment (2019-2024) tested in several pilot sites, proposes a four-stage method (order, diagnosis, objectives, action program) and draws on local feedback (Vézelay, Puy Mary, Marais Poitevin, Dunes de Flandre, etc.).
The document stresses the importance of consultation, territorial anchoring and landscape integration of projects (wind, solar, methanization). The issues of sobriety, social acceptability, biodiversity and consistency with planning documents (PCAET, urban planning) are central. The guide recommends the creation of landscape charters and support systems for project developers to ensure harmonious, locally-accepted energy transitions.
