Since 2015, Vietnam has been encouraging the advent of smart cities. We conjecturally consider the opportunities, challenges and implications of these recent urban policies. The article defends the idea that on a national scale, the appropriation of the smart city model induces an increase in foreign private capital in urban production, but also constitutes an opportunity for rebalancing towards medium-sized territories. On the scale of Hanoi, the emergence of smart cities is akin to the latest inflection given to the realization of the Master Plan 2030-2050 aimed at making the capital a competitive metropolis in Asia.
