The article defends the idea that on a national scale, the appropriation of the smart city model induces an increase in foreign private capital in urban production, but also constitutes an opportunity for rebalancing towards medium-sized territories. On the scale of Hanoi, the emergence of smart cities is akin to the latest inflection given to the realization of the Master Plan 2030-2050 aimed at making the capital a competitive metropolis in Asia.
