THESIS | ntegration of inter-organizational relations between territorial managers and local politicians : structuring process of territorial attractiveness strategies

SUMMARY

A territorial Big Bang is affecting French local public organizations: a decrease in the number of regions, a growth of metropolises and the redefinition of skills. Metropolitan and regional managers and politicians are now obliged by law to work together to promote territorial attractiveness. This raises the question of the integration of these relations between recently formed organizations and the process of structuring attractiveness strategies. To answer, two studies were carried out: statistical textual analyses of the discourses formalizing metropolitan and regional attractiveness strategies, and interviews with sixty managers and eight local politicians working in four metropolitan-regional pairs. The results enrich the understanding of public management, attractiveness strategies and inter-organizational relations by providing tools for practitioners.
