ABSTRACT
The City of Grenoble, as part of its role as European Green Capital in 2022, has launched the Grenoble 2040 foresight initiative to "offer future generations a sustainable and desirable city". Based on Kate RAWORTH's Donut Theory, this initiative aims to integrate the dual imperatives of social justice and respect for planetary limits into public policy. Following a territorial diagnosis in the form of a Portrait Donut, which helped to integrate local issues, Grenoble developed decision-making tools to prioritize investment projects, taking into account environmental and social impacts. The analysis grid has improved the strategic prioritization of projects, involving administrative and technical teams as well as elected representatives. Spaces for reflection and sharing have strengthened citizen support and collective intelligence. This report retraces two years of experimentation and aims to inspire other territories to adopt this approach.
