SUMMARY

The panorama of the cultural and creative industries (CCI) was written by EY (Ernst & Young), a consulting and auditing firm, under the coordination of We Are Creative, the association that federates the main CCI professional organizations, with the support of the French Ministry of Culture. This is the 4ᵉ edition of this study, released in December 2025, six years after the previous publication.

This report presents a solid economic measurement of CCIs, an analysis of their performance and dynamics, and a detailed overview of the ten cultural and creative sectors. It highlights their strengths, transformations and strategic role for territories, while identifying the main challenges and issues ahead, such as digital, artificial intelligence, industry structuring and competitiveness.

Key points of the panorama :

  • CCIs generated sales of over 102 billion euros in 2024, making them a major economic force within the French economy.
  • The direct added value of CCIs will amount to 43.1 billion euros in 2024, representing growth of around 21% on 2019, reflecting faster progress than in several traditional industrial sectors.
  • In terms of employment, the sector mobilizes over 586,000 direct full-time equivalents, and over 1.1 million jobs if indirect and induced effects are included.
  • The industry accounts for around 2.9% of France's gross domestic product (GDP), making it a significant sector of the national economy.
  • Since the health crisis, the industry has shown strong resilience, with recovery and marked growth in most of the sectors analyzed (video games, music, audiovisual), even if some segments remain fragile in the face of digital and economic change.
  • CCIs face many challenges: digital transformation and changing business models, international competition, access to financing, environmental transition, the impact of generative AI, territorial networking and job deconcentration.

Ce graphique en barres empilées présente l’évolution de la valeur ajoutée directe des industries culturelles et créatives entre 2019 et 2024, exprimée en milliards d’euros, montrant une progression globale de 35,7 milliards en 2019 à 43,1 milliards en 2024, soit une hausse d’environ 21 %, malgré une baisse marquée en 2020 à 29,7 milliards. Chaque barre annuelle est composée de plusieurs segments colorés représentant les différents secteurs : arts visuels et patrimoine, audiovisuel, cinéma, jeu vidéo, livre, musique (enregistrée et live), spectacle vivant hors musique, presse, publicité et radio. Les arts visuels et le patrimoine, ainsi que l’audiovisuel, apparaissent comme les contributions les plus importantes et en croissance continue sur la période. Le jeu vidéo montre une augmentation régulière, notamment après 2021. Le spectacle vivant et la musique reculent en 2020 puis se redressent progressivement jusqu’en 2024. La publicité et la presse restent relativement stables avec une légère hausse. L’ensemble du graphique met en évidence une reprise progressive et une dynamique positive de ces secteurs culturels après la crise de 2020, soulignant leur poids économique croissant dans l’économie française.
