All levels of government are affected by this rationalization of state operations, which aims to reduce public debt to below 3% of GDP. Local authorities are contributing half of this national effort: state allocations fell by 628 million euros in 2015(Source: Cour des Comptes, October 2016). This is forcing local authorities to make a greater management effort, to pool their resources as they must find other partners and other sources of funding to bring their development projects to fruition.
Questions of governance at local level are increasingly crucial in a world subject to several trends: the pressure exerted by globalization and technological change on our economies, the concentration of populations and wealth in major metropolises, the rapid urbanization of the world and, finally, environmental problems. These trends are creating multiple pressures: accentuating social and spatial inequalities that encourage the rise of political extremism, urban polarization that alters quality of life (noise, congestion, rising land rents, pollution) and harms the environment and health...
