METHODOLOGY SHEET: Public policy evaluation process and players

SUMMARY

While the culture of evaluation in France is often more "managerial" than "co-produced", "pluralist" or even "emancipatory", practices are evolving to include more players. Until the 90s, practices limited participation to external operators and the responsible administration, out of concern for independence. They now aim to take account of the pluralism of viewpoints by extending participation (so-called 4th or 5th generation assessments). From now on, the main stakeholders in the policy being evaluated will be involved: decision-makers, operators, beneficiaries and representatives of civil society. Who should be involved, and how should they be organized?
