SUMMARY
The housing situation in France presents major challenges: housing shortages, rising prices, fuel poverty and land scarcity. These challenges particularly affect low-income households and young people, who spend a significant proportion of their income on housing. They are often forced to give up home ownership and/or move away from city centers. Despite measures in favor of housing - such as the Pinel and ALUR laws (2014), the balance between accessibility, quality and sustainability remains elusive.
This context has concrete repercussions on the attractiveness of territories: (new) residents are finding it difficult to find housing and, in the same movement, companies are struggling to attract/anchor talent. According to a survey conducted by the CPME [1] (2023), 19% of VSE-SME managers experiencing recruitment difficulties indicated that candidates had given up on coming to their company because of the difficulty of finding nearby accommodation. To meet these challenges, local authorities are developing solutions targeting strategic groups such as young professionals, students and healthcare professionals. The aim of this dossier is to list exemplary initiatives in France and abroad.
