ABSTRACT
This article aims to investigate Territorial Dyadic Working Relationship (TDWR) between region and metropolis to define their strategy of innovation and attractiveness. We adopt a multi-level analysis perspective to explain the different degree of TDWR from shallow relationship to integrative collaboration. Through four French cases, which correspond to different degrees of TDWR, we consider a missing driver in prior literature: the individual level with the consideration of professional logic.
Findings lead to a theoretical model that maps the influence of this individual driver on each TDWR form, and the interaction with institutional and organisational drivers for each TDWR form. This research also underlines the increasing technicity of territorial strategic planning that reinforce the duality between two spheres of power: politicians and territorial managers.
