SUMMARY

The aim of the decentralization laws (MAPTAM, NOTRe) was to clarify the roles of the various tiers of the "territorial millefeuille" in a context of severe budget constraints.

However, the expected simplification and savings do not seem to be forthcoming, and the attachment of local residents to their département and to local democracy has been largely underestimated. The management of the health crisis has demonstrated theimportance of a fine territorial network to be as close as possible to the needs of the population.

Lastly, some départements face specific problems related to their attractiveness (medical desertification, population decline, loss of image). This is why France has 28 departmental attractiveness agencies and a number of partnership programs piloted and/or financed by the departments. This study outlines their main missions and objectives, the different legal structures they have chosen and the territorial brands they have implemented to energize collective projects.
