Ensuring local development while taking into account the specific characteristics of communities now requires an indispensable match with the new aspirations of citizens. This adaptation to the lifestyle choices of local residents is unavoidable, and is part of a growing desire to establish participatory democracy as a model for local management. It is the responsibility of elected representatives and their staff to guarantee access to services that today determine a region's attractiveness to families and economic investors alike, and it is through a sound understanding of citizens' aspirations that political choices will meet with the desired success. The aim of the study and the results it produces is to give new impetus to local policy, as it helps to avoid the sociological divide that penalizes an area. It fosters the much-sought-after population mix, which finds a response here based on citizens' evaluation criteria. It provides informed support for political choices.
