In 2024, 6 million French people did not have a general practitioner, and 87% of the country was classified as a medical desert, with certain areas suffering from a combination of weaknesses. Local authorities have not waited for the 2025 National Pact to Combat Medical Deserts to tackle the problem. From communes to regions, they are implementing proactive policies and actions to make their areas more attractive to healthcare professionals: students, interns, replacements or doctors already in practice.

In 2026, the over-65s will represent 22% of the French population, and this proportion will increase until 2050 according to Insee projections. Against this backdrop of an ageing population, which is contributing to an increase in needs and the retirement of many practitioners, medical demography is becoming a major issue for all regions. We'll look at how agencies are seeking to attract healthcare professionals and innovate to improve access to care, enhance the quality of life of their inhabitants and, ultimately, their residential attractiveness.

Key words: access to care, support for installation, ARS, talent attraction, medical attractiveness, residential attractiveness, budget, targets, CPAM, demography, medical demography, medical desert, governance, involvement of elected representatives and residents, doctors, mobilization of players, healthcare personnel, public policies, quality of life, health, territory enhancement, Aix-en-Provence.
