SUMMARY
Nature is a lever of attractiveness that is sometimes under-exploited in territories. Located in a nature reserve in the Spanish Basque Country, theUrdaibai Bird Center (UBC) is a Living Lab (LL) that brings together researchers, companies and public institutions. It is a member of the European Network of Living Labs (ENoLL). The Center develops projects to monitor nature using new technologies (ICT, sensors, data analysis, etc.) based on the principles of open innovation. This is an original example of local development in a low-density area, in a context constrained by environmental protection measures. By transforming this constraint into an opportunity, the various players in the area have devised a development strategy that has enabled them to diversify economic activities and maintain the quality of life in this fragile area.
