SUMMARY
From a historical perspective, Arnaud BRENNETOT, Professor of Political Geography at the University of Rouen Normandie, explains the reasons for the progressive disengagement of the State from regional planning policy in France. He analyzes the consequences of this disengagement in terms of geographical imbalances, lack of anticipation and lack of coherence in public action. Finally, the author suggests three ways of encouraging a strategic vision of public action in regional planning.
