SUMMARY
Although the evaluation of public policies has been encouraged in France for thirty years (decree no. 90-82 of January 22, 1990), its implementation in local authorities is far from systematic, and for the time being is more a matter of control than decision-making. Nevertheless, the development of an evaluation "culture" is a real challenge for local authorities, for strategic, managerial and democratic reasons.
