SUMMARY

The governance of Greater London represents a singularity within the English administrative system, characterized by strong centralization. This 1,500 km² territory, home to 8.6 million inhabitants, has been administered since 2000 by the Greater London Authority (GLA). The GLA has a unique structure, comprising the Mayor of London elected by universal suffrage, a 25-member Assembly, and four functional bodies including the police, fire department, transport and the Queen Elizabeth Olympic Park planning agency. This institutional configuration, combined with a clear division of powers between the GLA and the 32 boroughs, is designed to meet the needs of the metropolis while overcoming the challenges of strong centralization and the budgetary constraints imposed by the central state.
