Attractiveness, Départements and the NOTRe Law: The strategy of the Départements of Haut-Rhin and Bas-Rhin

SUMMARY

In September 2015, based on a shared diagnosis of the national context (falling allocations, explosion in social spending) and a common apprehension of the effects of territorial reform on Alsace (merged into a Greater Region), the Départements of Haut and Bas-Rhin brought together, on the one hand, their structures responsible for economic expansion (merger of CAHR and ADIRA), and on the other, those responsible for tourism development (merger of ADT67 and ADT68).
