ARTICLE | Injunction of local public organizations to collaborate: which translation in the Regional Schemes of Economic Development, Innovation and Internationalization?

ABSTRACT

This article seeks to understand how the principles of public management are translated into the formalized content of territorial attractiveness strategies, understood in the sense of SRDEIIs. Following the latest territorial reform, metropolises and regions are obliged to work together to define their attractiveness strategy. This injunction can be analyzed in terms of collaborative public management, which allows to consider the different types of working relationships in the formalization of strategies. Territorial management questions the territorialization of these strategies, based on an inclusion process. The statistical textual analyses of twelve regional attractiveness strategies open the reflection on the collaborative, contingent, constrained, and inclusive character of these strategies and, allow to propose a framework of analysis to understand how their content is defined.
